Update Probot to v9.3.0, Node to 8+ #37

Updates Probot to 9.3.0. That moves the minimum required node version to 8+.

Removes several packages that were no longer used and recreates package-lock.json to remove the cruft and address npm audit flags.

Also updates tests for the deprecation of github.repos.getContent in favor of github.repos.getContents.

Relates to behaviorbot/welcome#15.
