Release should have .html API docs #7

No one likes .chm files.
Ideally, the latest release's docs should be available online as well. This
helps for perusing a project before you start, and posting references to
others when asked for help in the forums.

Well, a .chm file is just a collection of HTML files; he should be able to still
muster up a CHM but export it to HTML files for people who can't view CHM 
files, that
way at least we have the best of both worlds. CHM files can be pretty helpful 
(mostly
because it's a compact version of an entire site basically).

2.1.0 has html doxygen files.
