Closed Loop Experiments Do Not Run Without a form of Native Output Selected #40

What steps will reproduce the problem?
1. Delselect all forms of output from Hardware Settings
2. Run a CL protocol
3. Not that the 'buffer laoder' callback (loop function) is never called 
because there is no output and the buffer loader was never instantiated

The buffer loader should automatically be created regardless of output or 
something like that.

Looking into this using an arduino (non-native) output type.

This issue appears to be resolved, but I'm going to leave it open until its 
completely verified.
