Documentation: Add Vector Map Layer Properties to manual #8

The Vector Map Properties dialog should be explained in the documentation, beneath the current http://kiwi.cs.dal.ca/GenGIS/The_GenGIS_2.0_Manual#Map_Layer_Properties.

Also, if "Map: " is changed to "Raster Map: ", then this change should be reflected in the linked section of the wiki.
