Provide a setup.py for GNU/Linux Installation #97

So far we use in debian this patch to build/install cecilia: https://salsa.debian.org/multimedia-team/cecilia/-/blob/master/debian/patches/setup.patch

Would be very nice, if you can provide such as, in future. ;-)
