Added settings.json file for out-of-the-box working project when running in the IDE. Checking if file was loaded correctly before continuing.

settings.json sets all the compiler and linker flags when the project is opened in the IDE.
using a relative path for the .py file makes the script independent from the project name
checking if the file was loaded correctly before continuing prints a message error if the file cannot be found.
