Add csharpier as ToolCommandName #1332

Fixes part of #1321

With this change it should be possible to just call csharpier instead of dotnet csharpier

I'm assuming this gets rid of the old command, if so we should hold off on merging this for a bit. There are a few things I want to get out in 0.29.x and after that is going to be 1.0.0
