add comply statement in management summary. #36

The management summary indicates that if URIs are used to create persistent identifiers the rules must be followed. It does not state the inverse.

proposal In case persistent identifiers are being created and maintained, then these must be in accordance the the rules expressed in this document.

Not sure if it can be enforced, following the No Highlander axiom (in IT, there will not be only one...) Some systems may use a URN, or the new-kid-on-the-block DID ...

Fair point. Lets hope that in the near future projects will base their identifier management on this URI strategy, because of the added value of this approach.
