Indeed, that relation can be used, but of course, that's quiet a general relationship type that doesn't give much info.

Some services can be bundled. For example, in Flanders we have a child allowance package (“groeipakket” in Dutch). It consist of different services that can be requested together (not all together, but a certain combination depending on the citizen’s situation). Those different services are:
