Clean up PO/PS SHACL #72

Duplicates in different directories + "enter translation here" DE files...

Slightly different Public Organization SHACL files can be found in both https://github.com/belgif/thematic/tree/master/models/public%20organisation/shacl and https://github.com/belgif/thematic/tree/master/models/public%20services/shacl. Which one is correct ?

Same goes for context files

@barthanssens thanks for your comment. DE files were automatically generated when configuring the toolchain. They have been removed and so were the duplicates of PO in the PS directory.
