Correct PS SHACL file #73

It appears to be that a few shacl:paths are missing in the PS TTL file

E.g ChannelShape has

   shacl:definition "This property describes the relationship between a purpose and a channel. "@en;
   shacl:name "has purpose"@en
]

without shacl:path or other properties

Similar issues in CostShape, OutputShape ....
