Definition of building

During the first thematic webinar, there was a discussion on how ‘Building’ should be defined. By looking at OSLO, BUNI and INSPIRE and in an attempt to be all-encompassing, the following definition was proposed:

“An enclosed and/or covered structure, above and/or below ground, intended either for the shelter of persons, animals or things, or for the production of economic goods or the provision of services, and refers to any structure permanently constructed or erected on its site.”

Following items were discussed:

• The usage of “Site” instead of “Parcel” was questioned. This comes from INSPIRE.
• BUNI defined additional requirements such as the minimal surface, complete enclosure. These elements will be taken into account within the usage notes.
• It was discussed whether “covered” and “enclosed” are both needed within the definition. Further discussion on this can be held here.

The project team will close this issue and will continue with the following definition for ‘Building’:
