Fix REFNIS issues #17

Dit moet de waarde 58001 hebben en niet 55022 • http://vocab.belgif.be/auth/refnis2019/12041 mist een skos:narrowMatch relatie naar http://vocab.belgif.be/auth/refnis1995/12034 (want Puurs (12030) en Sint-Amands (12034) zijn gefusioneerd naar Puurs-Sint-Amands (12041)) • http://vocab.belgif.be/auth/refnis2019/72043 heeft een skos:exactMatch relatie naar http://vocab.belgif.be/auth/refnis1995/72029.
