New Core::config('general.use_cdn') #286

For CSS & JS: Add option to turn ON/OFF use of CDN files for whole OE, i.e. global use (i.e. oc-panel, default theme/views, aso) of CDN or use of local files

+ updated CSS & JS to last/more recent versions

I am sorry I can not merge this pull for 3 reasons:

1- We have this feature available already at premium themes 2- In case was needed we need to have the implementation at Open Classifieds also. 3- Not sure why but github can not auto merge it.
