Assign single annotation for each each user. Use MACE to reach a consensus.

Okay, looked at MACE. Looks like I'll just need to construct a new dataframe from the results, feed that into MACE, and write something to ingest those results into what we want our final user dataframe to look like (which we can save in a new csv somewhere, with the fields mentioned in another issue)
