Today, Singapore handphone numbers include those that start with 3 for VoIP which is not uncommon. See: https://en.wikipedia.org/wiki/National_conventions_for_writing_telephone_numbers#:~:text=XXX)%20YYY%20ZZZZ.-,Singapore,there%20are%20no%20area%20codes.

Team's Response

We are considering handphone numbers of the NUS students which are mobile phone numbers. Using that same resource that you shared, I quote "Mobile phones starts with 8/9". Furthermore, I can also verify this since most of my NUS students (peers and friends) have their mobile number starting with 8 or 9 (Not 3).

Moreover, numbers that start with 3 are typically used for companies not for personal mobile numbers.
