We are considering handphone numbers of the NUS students which are mobile phone numbers. Using that same resource that you shared, I quote "Mobile phones starts with 8/9". Furthermore, I can also verify this since most of my NUS students (peers and friends) have their mobile number starting with 8 or 9 (Not 3).
Moreover, numbers that start with 3 are typically used for companies not for personal mobile numbers.
