Registration form locks out innocent users gladly and eagerly #284

What steps will reproduce the problem?

1. Hit a reply button in a thread, like 
http://lesswrong.com/lw/ams/harry_potter_and_the_methods_of_rationality/

2. Attempt to create an account with a space in your username.

3. After correcting your user name, attempt to create an account and get yelled 
at for missing the CAPTCHA which didn't change and which you almost certainly 
didn't actually miss.

4. Read the accusation that you're trying to submit too often and that you're 
locked out for five minutes.

5. Completely close the page, wait less than five minutes (yes, yes), and come 
back and try again, getting everything right.

6. Have it tell you that you missed the CAPTCHA again when you almost certainly 
did not

7. Submit the new CAPTCHA, and have it tell you that there are three minutes 
remaining in your lockout.

8. Wait more than three minutes, come back and try again.

9. Read that you are now locked out for 8 minutes.

10. Follow links to find a place to complain.

What is the expected output? What do you see instead?

I expect to be able to participate in a discussion with intelligent people. 
Instead, I see that even a community of intelligent people does not necessarily 
employ usability testing.

What version of which web browser are you using? On what operating system?

Safari 5.1.3 on Mac OS X 10.7.3
