Notification of new comments on your posts #303

The LW notification system currently alerts users to replies to their comments. 
Extend it to allow post authors to turn on, per post they author, notification 
of new top level comments on their posts.

Suggested UI:
On the post edit page, add
  [ ] Notify me of new top level comments on this post
