Show votes in comments hidden due to down voting #349

What feature or behavior would you like to see:

Below a certain threshold comments are hidden along with the current vote score 
as well. It would be nice if the vote score was not hidden. 

Tell us a story of a user using this feature (invent humorous character
names):

George reading a recent discussion thread comes upon a hidden comment. 'Wow', 
thinks George "I wonder what they could have possibly said to end up with the 
comment hidden.' George rightly knows that sometimes these hidden comments do 
not deserve to be hidden, but that they almost always do. 

George's mouse point starts to creep towards the '+' button anticipating the 
righteous joy felt when up voting a wrongly hidden comment, but then something 
catches his eye. '-10 votes,' George softly reads to himself as his eyes catch 
the number of down votes right next to the '+', 'that is not even worth 
expanding.' George quickly moves on to the next comment feeling confident he 
just saved himself some precious time and cognitive resources.

@Matthew - Including the threshold does add benefit though it is often repeated.
