Voting is back on user summary pages #499

What steps will reproduce the problem? 1. Visit a user's overview or comments page.

  1. Observe the voting buttons, sometimes. What is the expected output? What do you see instead? Previously, voting was removed from user pages to make retributive downvoting more difficult. It appears to be back (this may be intentional, if so I apologize!) on both the comments by the user and the comments they've responded to. The vote icons sometimes fail to appear- this appears more common on comments by other users (listed on the overview page because it's the parent of a comment) that I've already voted on, but seems to also happen on comments I haven't voted on. What version of which web browser are you using? On what operating system? Firefox 22.0 on Windows 7 Please provide any additional information below.

This is intentional - Users with sufficient karma can downvote on the userpages of people with less than a certain percentage upvotes.
