remove deployment related code and artifacts #254

@bellycard/platform removing deployment related code and artifacts which probably should not be part of napa. Also cleaning up some things that are not in use.

remove docker files
remove the deploy.rb (lib & cli)
remove deploy rake tasks
remove git and octokit dependencies
update README
remove git rake tasks which don't exist
remove version.rake as it is not needed
