No reason to require gems only used from command line. #82

Both of these gems will be run from the command-line and shouldn't be automatically required by Bundler, which causes a tiny bit of unnecessary overhead.

I added another commit which moves shotgun to the devleopment group, since I don't see why it would ever be used in production.
