Enhance MIG file not found error message. #77

This error seems to cause a lot of confusion since many times the underlying error is in USMT. Super Grate should catch the error for the some of these scenarios:

Windows Server OS not supported.
No output at all, possibly an error code that can be parsed?
Out of disk space.
USMT CLI parsing errors.
...

If USMT doesn't output, catch that as an error.
