TTS: saying 13 as 'one three' instead of 'thirteen' #1330

Also '30' is spoken as 'three zero' - I think it's a problem with the threes?

Yea -- "3" is set to be replaced as "three" in tts-replace?

But 14/15/40 etc say 'fourteen/ fifteen/ forty'
