Why do you think it's useless?

It is not clear who might need it, and why not enough one common npm task.

Actually these commands have different semantics:

Start server for development (only resources requested by browser are affected)
Build everything with command line — useful for production builds 2.1. Use ENB (which means that user should know how to configure it and is limited by plugins for ENB) 2.2. Same for gulp
