Persistent dismiss #25

What I expected

When I click "dismiss" on the admin notice, it's dismissed forever.

What happened instead

The message appear again after the page refresh.

This is only important when the action is "notify" but not "deactivate".

Use case: a "soft" requirement like: "This plugin is not tested with multisite. Use at your own risk."
