Build wrapper vs CMake vanilla commands

This issue tracks discussion and implementation for how to build and run our tests.

Current status (after #29), we use CMake vanilla commands.

Possible updates:

• Switch to make (working Makefile example temporary removed in https://github.com/beman-project/Optional26/pull/29/commits/e167523ba02990b0460dad3c8d0f805935c27b86).
• Switch to a shell script.
• Switch to a Python script.

TODOs:

• [ ] Decide the approach for Beman.Optional26 or unified approach for all Beman libraries - discourse thread.
• [ ] Implement.
