Allow v6-only deployments #26

Right now, we say that ASes MUST public a contact IP for every supported address family. I think it's probably better to say that RISAV only applies to the address families for which there is a contact IP.

This would allow an AS to activate RISAV only for IPv6 (or only for IPv4), in case this is more convenient given their network equipment.

That's good. We need that. It should allow RISAV to work only for IPv4 or IPv6 networks.
