Background

Right now CirceCI doesn’t have caching. Install dependencies take 2 minutes.

Task

• Please add caching to CircleCI config file.
• The folder to cache is common/temp/pnpm-store (see: https://github.com/microsoft/rushstack/issues/1847#issuecomment-620385808)
