Determine whether to invoke delegate filter before or after MVCCFilter

Method:

Determine or estimate effectiveness of delegate filter (how? use its 
effectiveness directly? How does Coherence optimiser do it?)
Determine selectivity of MVCCFilter - average no of versions per key, i.e. no 
of entries in version-cache backing map / entries in key-cache backing map

invoke most selective first.
