TODO:

[x] test that action is working as expected.
- [x] runs on PR creation.
- [x] will re-run on new pushes.
[ ] Look into preventing PR merge unless action passes
[x] look into getting the action to comment on the PR with result - not required, Github's checks interface does it already

Look into preventing PR merge unless action passes I won't do this yet. Maybe when I've fixed up all current issues.
