Map tools consistency #990

From discord:

In the "Starforged Tools" area, when you click on "Oracles" or "Update Sector", the "Starforged Tools" icon stays selected. If you click on any of the "Create" icons, the selection returns you back to "Token Controls". It may be nice to make that consistent.
