It appears that all regions are always assigned an owner, will investigate with a use case and see what can happen. Alpha should drop to low value if not zero.

Took a look at the data. It looks like we only know when a city is settled. We can generate a Factless_Fact table for all the turns by settlement :

between recorded owners
before minTurn owner
after maxTurn owner
