Internationalization and localization support #95

Hi,

I'll be awesome to have Internationalization and localization support. It's the only thing keeping us from use it right now...

I'm not asking to support every language, but once it's implemented with an Internationalization and localization tool, it will be easier for someone who want to use it in another language to do a PR for his/her language

I am also interested in localization. I am able to do EN -> CZ translation.

University of Málaga will start working on I18N, today Oct 28th 2018. We will start my marking translatable strings in templates.

Sorry, for the delay. We've done some progress on the Django side, but the JavaScript side of things is a bit of a pain on ... and we are revising our strategy (while we deal with a bunch of other pressing projects)

Note that Belenios, a voting system that started as a variant of Helios, but has been evolving differently since 2012, supports i18n. People can even contribute to translations with Weblate.
