Docusaurus for docs/ #1745

Is your feature request related to a problem? Please describe. Instead of having a few Markdown files in docs/, have a docusaurus page (something like https://docs.dogehouse.tv).

Additional context Though docusaurus is my choice for docs, please contribute any other options if you'd like.

NB: code docs for kousa should use elixir's ex_doc system; but currently the elixir codebase is very undocumented.
