Pull request summary

Description:

Adding power mining directive.

Automatically scans and finds power banks via RoomIntel, instantiates directives for power banks exceeding config values.
Spawns drills and coolants to mine out bank, and spawns haulers when bank is close to dead

Changed:

Added a delay to the haul termination, crude way of stopping it dropping the last load.

Testing checklist:

Tested for over a month, got a ton of power in my terminals so I'm doing something right 😄
