Try upgrading ubuntu release to test against #304

According to https://travis-ci.community/t/ubuntu-18-04-1-lts-bionic-beaver/1270 there might be an unofficial beta. Let's see.

The sudo things are gone in accordange to: https://blog.travis-ci.com/2018-11-19-required-linux-infrastructure-migration

Elixir 1.7.4 (compiled with Erlang/OTP 19)

2 elixir 1.7 builds fail with that, switching it up now and let's see what becomes of it

That doesn't seem right :'(
