Correctly pass Env variables from Consul to Faban

Correctly pass environment variables form Consul (through envconsul) to Faban.

Bug: currently the variables are not passed to Faban and are not available by the Faban processes.

What to do:

• Check if the env variables are present in the script executed by the CMD configured in the Dockerfile (for the harness: https://github.com/benchflow/docker-images/blob/dev/faban/harness/bin/startup.sh). If not, fix it.
• Evaluate how to pass the env variables from the script executed by the CMD to catalina.sh (for the harness: https://github.com/benchflow/docker-images/blob/dev/faban/harness/bin/startup.sh#L105), that runs the Faban war. Find a way to correctly pass the env variables to catalina.sh.
• Ensure that the env variables are then available by the Faban war.

Currently we are using Faban as a Service. We don't need it to access Consul Env variables
