By adding 2 content areas (in the header and in the neon-animated-pages), this provides the ability to extend paper-date-picker to include other data or paper-time-picker which allows a date-time field instead of just a date or just a time field.

Right now these WIP things that are required for the next tag conflict with this PR:

removing deprecated neon-animations
porting to Polymer 2.0

Open an issue articulating your use-case / feature request and we can slate something compliant for 2.1
