Story: Students can personalize TTS settings #1004

As an LD student who benefits from having text read aloud, I want to be able to customize how the problems are read to help me better understand the content and not get overwhelmed or frustrated.

@benetechMatt I don't think the final version made it here, this story needs to be fleshed out.

In addition to the supported tags, probably the most important thing is that the voice can be changed. Probably male/female is what is key. I doubt selecting the various options within each gender makes much difference. There are also UK, Australian, etc. Those too seem unlikely things we want to allow.

Although not currently supported in MathLive, there are also Spanish voices, etc.
