Add background job to trigger semantic search preparation from the UI.

• There must be a UI support for the background job to prepare semantic search
• Semantic search option should be disabled in collection page until semantic search is available.
• If semantic search is unavailable, attempt to switch to semantic search on the collection page should navigate to the "Prepare Semantic Search" job.
