This issue is to track remaining work for a new version of py-spy (v0.4) - which will support both python 3.12 and python 3.13.

There are a couple high priority changes that we need to get in for this release:

[x] Fix python 3.10+ on Windows (https://github.com/benfred/py-spy/issues/684 ). Potentially fixed by https://github.com/benfred/py-spy/pull/672
[x] https://github.com/benfred/py-spy/issues/716

For getting windows working on python 3.10+ for this release - I'm thinking the easiest path for me might be to fix #716 first . This should be relatively straightforward to fix,

v0.4 is out https://github.com/benfred/py-spy/releases/tag/v0.4.0 - and is also available on pypi/crates.io
