Map does not expand until turn ends #57

What steps will reproduce the problem?
1. build a board up
2. place a tile on the edge
3. click end turn

What is the expected output? What do you see instead?
the board should already have expanded by the time you see the End Turn
option. Instead, it waits until you have clicked the button and then the
board expands
