Implement MARK_EXCESS (signed!) for capturing #17

Somehow (I have no theoretical explanation) IrWidgetAggragating seems to produce too short marks (bengtmartensson/harctoolboxbundle#97) Adding a MARK_EXCESS should be a work-around.

Requires low-level fix https://github.com/bengtmartensson/Infrared4Arduino/issues/6
