Support lircd socket operation #24

The Lircd socket command interface on TCP port should be supported, as alternative. Cf. JGirs #2. SEND_CCF_ONCE should also be supported. ~Not really meaningful without #13.~

Requires #37.

~Can be an Example, parallel to Girs.[ino|cpp].~
