Support proxy for opening URLConnections. #213

in XmlUtils and LircConfigFile.

Might be a good idea to have a getProxy() too, so that dependent packages can only have to set the proxy at one place.

There is presently no use case needing this, cf. https://github.com/bengtmartensson/IrScrutinizer/issues/456, so discarding.
