Change New Phoenix from "town" to "locality" #46

It has been physically removed, apparently. Change to "locality" to mark as point of interest.

We intend to rebuild it, so it might be prudent to leave it in for the moment.

In either case, the map still shows it, so it might be better to leave it until the map is updated.
