Create community guidelines #9

Community guidelines: Are there clear guidelines for third parties wishing to 1) Contribute to the software 2) Report issues or problems with the software 3) Seek support

As a requirement for https://github.com/openjournals/joss-reviews/issues/1942, please add a CONTRIBUTING file, or something comparable

I have created the CONTRIBUTING.md file, please check if you consider it as sufficient or not.

hi @benjaminbolling. If it's sufficient for you, it's sufficient for me. Thanks! JOSS does not say anything about the quality or necessary contents of this Guide.

One comment, though: People raising issues in your Github repository usually do not have the rights to set labels (e.g. bug or enhancement). This is something the code maintainer has to do.
