On the group management/listing page, users can create new groups and invite users to it. Groups are mutual: the invitee has to accept the invite to officially be part of the group.

Dependent feature: Notification area to show group invites

Update: As of 050b550df9ba76cfadc83c22e3636f34a268f55b, user is able to:

Create groups
Send invites to other users
Accept group invites
Decline group invites

The next step would be to properly set up the views.
