Condition could not be parsed: cookieconsent #1417

Since TYPO3 11 there is an error in typo3 logfile:

Tue, 22 Aug 2023 14:53:07 +0200 [ERROR] request="44b241bf86780" component="TYPO3.CMS.Frontend.Configuration.TypoScript.ConditionMatching.ConditionMatcher": Expression could not be parsed. - {"expression":"{$page.theme.cookieconsent.enable} == 1"}

But I have no idea, the condition seems to be fine.
